PROBLEM TO BE SOLVED: To provide a rust-proof aqueous surface treatment composition used for aluminum or "an aluminum or magnesium alloy containing no or <20% zinc" or a plated body thereof. SOLUTION: The rust-proof aqueous surface treatment composition is prepared by reacting and/or mixing a silicone compound (d) having one or more alkoxy groups in a molecule with a titanium complex compound having a chemical structure and a composition prepared by reacting and/or mixing a titanium compound oligomer (a), an amine compound (b) and a glycol compound (c) with each other. The aluminum, "the aluminum or magnesium alloy containing no or <20% zinc" or the plated body thereof rust-proof treated by using the rust-proof aqueous surface treatment composition are provided.
