PROBLEM TO BE SOLVED: To also compensate for a reception success rate at a wireless base station NodeB in a mobile communication system employing an EUL system. SOLUTION: A mobile communication method includes a step of controlling transmission power in DPCCH by inner loop transmission power control employing a target SIR at a wireless base station NodeB, a step of transmitting an uplink packet from a mobile station UE with transmission power in E-DPDCH which is determined based on transmission power in SG and DPCCH, and a step of determining a target SIR at the wireless base station NodeB by outer loop transmission power control employing a transmission count of HARQ indicating the order of uplink packet transmission from the mobile station UE during HARQ retransmission control, and reception result of an uplink packet in the transmission count of HARQ.
