PROBLEM TO BE SOLVED: To provide a paper sheet processor which detects omission in detection of a header card and to provide a paper sheet processing method. SOLUTION: The paper sheet processor 1 stores beforehand a list of partition cards 41 arranged in a medium to be processed P to a storing section 11a. The mediums to be processed are input and the input mediums to be processed P are fetched one by one and identification information on the fetched partition cards 41 is detected. Then, whether or not the list for the identification information on the detected partition cards 41 and the stored list of the identification information on the partition cards 41 match is determined.
