PROBLEM TO BE SOLVED: To more surely reduce driving torque required for driving a developer carrier just after the start of the use of a developing device. SOLUTION: The developing device 4 is provided with a blade upper seal member 20 for preventing a developing sleeve 15 and a developing blade 19 from coming into direct-contact with each other before the start of the use of the developing device, wherein the developing device 4 includes a winding member 20a for removing the blade upper seal member 20, in such a manner that the winding member 20a is driven by a gear 20b for driving a winding device provided in an image forming apparatus, when the developing device 4 is provided in the image forming apparatus.
