PROBLEM TO BE SOLVED: To provide: a cleaning device having high cleaning performance; and an electrifying device, a cartridge and an image forming apparatus, which are equipped with the cleaning device and thereby cope with high productivity while maintaining image forming quality. SOLUTION: The cleaning device is provided with a water wiping member 112 and a dry wiping member 113. After wiping with water by the water wiping member 112, the water is wiped out by the dry wiping member 113. By vibrating an ultrasonic vibrator 114A using an ultrasonic oscillator 114 when a surface of a discharge wire 110 is wiped out with the water by the water wiping member 112, bubbles are produced at part of the water wiping member 112 near the surface of the discharge wire 110 and then pressure is applied to the surface of the discharge wire 110 by the bubbles, thereby cleaning the surface of the discharge wire 110.
