PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method which can prevent a belt plane tilt regardless of steering operation for controlling meandering of a transfer belt, and can secure a long nip time (interval) at a transfer part to transfer a liquid developer image. SOLUTION: The image forming apparatus includes a winding roller on which a transfer belt is wound and laid and which abuts on a cleaning member through the transfer belt, a member for adjusting meandering of the transfer belt which is arranged at least at one end of the winding roller, a latent image carrier which transfers the liquid developer image to the transfer belt cleaned by the cleaning member, and a winding and laying roller which makes the transfer belt come close to or abut on the latent image carrier between the winding roller and the latent image carrier.
