PROBLEM TO BE SOLVED: To provide a battery pack capable of achieving a small size and light weight, providing desirable mechanical strength and flame retardancy, and enhancing safety in an abnormality, and to provide its manufacturing method. SOLUTION: The battery pack includes: a nonaqueous electrolyte secondary battery formed by packaging a battery element with a film-like battery element outer packaging member; a protection circuit board capable of controlling voltage and current of the nonaqueous electrolyte secondary battery; and a battery outer packaging member packaging the nonaqueous electrolyte secondary battery and the protection circuit board. The battery outer packaging member contains a shape holding polymer and a fire retardant, and the glass transition point by differential scanning calorimetry of the battery outer packaging member is 45-130°C.
