PROBLEM TO BE SOLVED: To provide a valve timing regulating device in which the outside leakage of a working fluid is reduced to improve driving efficiency. SOLUTION: The valve timing regulating device 10 includes a housing 20, a vane rotor 50, a journal 16 and a seal ring 30. The housing 20 rotates together with a driving shaft of an engine and is formed with an accommodation chamber inside. The vane rotor 50 partitions the accommodation chamber of the housing 20 into a delay angle chamber and a lead angle chamber and rotates together with a camshaft 15 of an engine to rotate relatively to the housing 20 by the pressure of the working fluid fed to the delay angle chamber and the lead angle chamber. The journal 16 is provided on a camshaft 15 side of the vane rotor 50 to act as a bearing for the housing 20. An annular seal ring 30 is provided between the journal 16 and the housing 20.
