PROBLEM TO BE SOLVED: To keep a residual chlorine concentration to a consumer connected by pipelines, in which pipe nets are not formed, to a fixed concentration or above without needing of stopping an aqueduct system and providing new equipment. SOLUTION: Water is supplied from a water supply pond 17 provided with residual chlorine addition equipment 35 to a consumer 15e through piping 19, 21, and the water is exhausted in the middle of the piping, so as to hold a chlorine concentration in the piping. From the residence time t from the water supply pond 17 to the consumer 15e and the reduction rate k of the residual chlorine concentration, the relation between the target residual chlorine concentration Co and water exhaust amount c in the water supply pond 17 at each water temperature in the case the residual chlorine concentration to the consumer 15e is fixed to the target value is obtained, and the addition amount of chlorine is controlled in such a manner that the residual chlorine concentration in the water supply pond 17 reaches the objective residual chlorine concentration corresponding to the measured water temperature.
