A composition for removing or treating scalp keratin is provided to maintain healthy scalp with excellent dandruff improving effect and reduce side effect using natural plant material. A composition for removing or treating scalp keratin comprises two or more extracts among Thuja orientalis leaf extracts, Fructus Caryophyllli extracts and Pinelliae Rhizoma extracts in 0.1 weight%-20 weight%. The Thuja orientalis leaf extracts, Fructus Caryophyllli extracts and Pinelliae Rhizoma extacts is obtained by pulverizing the Thuja orientalis leaf, Fructus Caryophyllli and Pinelliae Rhizoma using bead mill and dipping in 80% ethanol for about 24 hours.
