The device has a photo-coupling circuit (4) including a voltage regulation mechanism coupled to an LED module (6), which serves as an end of a charging circuit for amplification and application of error signal to a feedback circuit (3) for correcting reference voltage. A part of signal output from an energy conversion system (2) is applied to the photo-coupling and feedback circuits. The module is coupled to the mechanism and formed as a circuit composed of LEDs connected in series and/or LEDs connected in parallel and/or combinations of LEDs connected in series and parallel.
