The heating element (1) has a substrate on a dielectric structure, and an electrically conductive heating track (6) remote from the substrate. An electrically conductive sensor layer is associated with the heating track, and a leakage current promotional material is installed on the dielectric structure for facilitating passing of a leakage current of the heating track to the sensor layer, where the resistance of the leakage current promotional material is temperature dependent, and the leakage current promotional material is formed by a material with a negative temperature coefficient (NTC).
