PROBLEM TO BE SOLVED: To provide a technique to simplify or make efficient an operation to manually mount a printing plate on the outer circumferential surface side of a plate cylinder. SOLUTION: A vice device of a printer comprises: the plate cylinder; a plate groove; upper and lower teeth arranged in the plate groove; an upper tooth opening/closing mechanism for opening/closing the upper teeth; and an upper tooth fastening means 10, for a temporary printing plate fastening position, which stops the upper teeth at the temporary printing plate fastening position. The temporary printing plate fastening position is a position between a state in which the upper teeth are fully opened and a state in which the printing plate is steadily held by the upper and lower teeth, that is, a position in which one end of the printing plate comes into contact with the upper teeth while the other end of the printing plate is fixed to the plate cylinder, and the printing plate can be temporarily fastened to the outer circumferential surface of the plate cylinder.
