PROBLEM TO BE SOLVED: To provide an agent exhibiting melanogenesis-inhibiting actions (a melanogenesis inhibitor), and a skin-lightening agent based on the melanogenesis-inhibiting actions. SOLUTION: The melanogenesis inhibitor and the beautifying and whitening agent comprise as an effective ingredient at least one selected from the group consisting of pollen, bee pollen and extracts thereof, particularly the ingredient above derived from at least one plant selected from the group consisting of plants of the families Brassicaceae, Polygonaceae, Theaceae, Cistaceae and Poaceae and the genus Eucalyptus.
