<p><P>PROBLEM TO BE SOLVED: To provide a technique for suitably testing a speed conversion device. <P>SOLUTION: A test device 900 tests a communication controller 10 functioning as a speed conversion device which converts communication speeds between networks different in communication speed. The test device 900 includes: an output part 904 which outputs data to the communication controller 10; a holding part 950 which holds data to be output to the communication controller 10 and data which should be output from the communication controller 10 while making them correspond to each other; an input part 906 which inputs data output from the communication controller 10; an inspection part 908 which inspects whether the communication controller 10 is operating normally; and an update part 952 which updates the data held by the holding part 950 as a database is updated.
