PROBLEM TO BE SOLVED: To achieve a precise packet loss compensation when an IP telephone device packetizes and communicates voice data from a plurality of channels. SOLUTION: The IP telephone device 2 includes a packet loss detection part 16 which detects a packet loss, a complement data extraction part 18 which extracts complement data for the lost packet from the voice data from the first channel where the packet loss is generated, a power change ratio calculation part 20 which calculates a power change ratio by dividing the voice power of the packet corresponding to the lost packet in the second channel different from the first channel by the voice power of the packet just before the corresponding packet, and a data complement part 21 which complements the lack part of the voice data of the first channel based on the corrected complement data obtained by multiplying the complement data by the power change ratio.
