<p><P>PROBLEM TO BE SOLVED: To reduce EMC noise due to a leakage current by efficiently recovering and converting regenerative energy while a movable body is decelerating. <P>SOLUTION: An electric storage device includes: an arm equipped with first and second switching elements connected to an alternator; a storage battery; a primary commutating capacitor; a reactor connected to the output terminal of an on-vehicle battery; a secondary commutating capacitor; and a control unit for switching the switching elements. When a charge state of the storage battery is the one necessary to start an engine or more and the voltage of the on-vehicle battery is the battery voltage necessary to start the engine or less, the control unit turns the first switching element on to supply the power of the storage battery to a starter connected to the on-vehicle battery. When a voltage difference obtained by subtracting the voltage of the on-vehicle battery from the voltage of the storage battery is a predetermined value or less, the control unit continuously turns on the first switching element.
