A high efficiency combustion device for liquid fuel and a boiler using the same are provided to burn the incompletely burnt harmful gas again by supplying oxygen to the combustion chamber. A high efficiency combustion device comprises a housing(10), a smoke exhaust pipe(20), a rotator(30), a motor(70), an air supply pipe(55), a fuel supply pipe(65), an igniter(80), and a controller. The housing comprises combustion chambers(11,15). The smoke exhaust pipe is connected to the combustion chamber. The rotator is combined to rotate on a substrate, and has an upper surface dispersing liquid fuel. The motor provides torque to the rotator. The air supply pipe extends to the inside of the combustion chamber to provide oxygen. The fuel supply pipe supplies liquid fuel to the center of the upper surface of the rotator. The igniter ignites the sprayed liquid fuel. The controller controls the operation of the igniter and the motor.
