PROBLEM TO BE SOLVED: To communicate transmitted radio waves over a wide range while limiting a radio wave strength thereof. SOLUTION: A mobile phone includes a radio circuit capable of performing radio communication with any one of a plurality of narrow-range base station devices and a plurality of wide-range base station devices; a transmission power control section for controlling a radio wave strength of radio waves transmitted by the radio circuit; and a connection control section (S05) which allows the radio circuit to communicate with any narrow-range base station device even if communication can be performed with any wide-range base station device, while the radio circuit is communicable with the narrow-range base station device. The transmission power control section controls the upper limit radio wave strength while the radio circuit communicates with the narrow-range base station device, to be lower than the upper limit radio wave strength while communicating with the wide-range base station device, and the connection control section includes a first switching part (S10) for communicating with the other narrow-range base station device with better communication quality when communication quality becomes lower than or equal to a threshold while the radio circuit communicates with the narrow-range base station device (S07:YES).
