PROBLEM TO BE SOLVED: To prevent freezing of water at activation of a refrigerator due to a low outside air temperature and to prevent a liquid back to a compressor at this time in a chiller providing cooling of water to a 0°C vicinity. SOLUTION: In the refrigerator 2, a liquid solenoid valve 12 is provided in a primary side of an expansion valve 5. A primary side of a condenser 4 and a secondary side of the expansion valve 5 are connected by a bypass passage 17. An opening-adjustable bypass valve 18 is provided in the bypass passage 17. The water is circulated between an evaporator 6 and a tank 21, and cooling of the circulated water is carried out by heat of vaporization of a refrigerant in the evaporator 6. At activation of the refrigerator 2, if a refrigerant temperature or a refrigerant pressure of a primary side of the liquid solenoid valve 12 is a set value or less, introduction of the water to the evaporator 6 is stopped or limited, the bypass valve 18 is opened in a state of closing the liquid solenoid valve 12, and the refrigerator 2 is activated.
