PROBLEM TO BE SOLVED: To suppress the influence of mutual collision or interference of radio links in the case in which a radio system is switched and used by cognitive radio, for example. SOLUTION: A storage unit 12 stores the radio communication state of radio communication devices included in a radio communication system and select path information which is the information indicating whether the paths can be used by the radio communication devices. Based on the radio communication state and the select path information stored in the storage unit 12, a control unit 11 sequentially selects the paths to be used by the radio communication devices.
