PROBLEM TO BE SOLVED: To provide a file management device for achieving the power saving of a storage system, and for improving versatility. SOLUTION: A file management device is configured to manage the storage circumstances of a file for a driving stoppable logical unit configured of a driving stoppable disk device and a normally driven logical unit configured of a disk device to be normally driven, and provided with a use interval determination means for determining whether or not the use interval of a file stored in any one logical unit has reached a predetermined reference time; and a file moving means for moving the file from one logical unit in which the file is stored to the other logical unit in response to a determination result by the use interval determination means.
