PROBLEM TO BE SOLVED: To fairly manages the allocation of resources among a plurality of virtual tenants, in a multitenant service providing system constructing a plurality of virtual tenants. SOLUTION: If there is a shortage of resources to be allocated to virtual tenants 18 that perform an operation processing for which there is a set service deadline, an operation processing managing unit 15 of a service operation management server 2 selects the virtual tenant for resource restriction, based on information indicating restricted execution time during which resource restriction is performed for each user during service execution and on information indicating the contract period of the service by the virtual tenant for each user. Resources allocated to the virtual tenant selected are allocated to the virtual tenant that is performing the operation processing. The restricted execution time during which resource restriction is performed is measured.
