A code stream marking method and device, and a coding-decoding system are provided, mostly including: at the coding side, setting image block transforming mode marker corresponding to the image block according to the image block template and the transforming mode used by the image block, and writing the image block transforming mode marker into the code stream; after receiving the code stream at the decoding side, obtaining the image block coding template in the code stream, and obtaining the image block transforming mode marker corresponding to the image block according to the image block coding template; processing decoding operation to the corresponding image block according to the image block transforming mode marker. The realization of the embodiment can exactly mark the transforming mode used by each image block in the code stream and decide the form to write in the transform mode marker according to the image block coding data information, therefore, it can ensure that the transform mode corresponding to each image block is obtained exactly at the decoding end and the coding-decoding capability can be improved at the same time.
