PROBLEM TO BE SOLVED: To provide a heat shutter with a fan, which sufficiently dissipates heat by employing a simple structure. SOLUTION: The heat shutter 5 with a fan has a structure in which: a heat shutter 5 provided to insulate a front surface 1a air charging side of a communication apparatus-electric apparatus 1 from a rear surface 1b air discharging side is provided with a fan 6 enabling air blow toward the back surface of an equipment accommodating rack 3 so that a hot air discharged from the back surface air discharging port of the communication apparatus-electric apparatus 1 may not be supplied again through the front surface air supply port of the communication apparatus-electric apparatus 1 with respect to heat dissipation of the inside of the equipment accommodating rack 3.
