PROBLEM TO BE SOLVED: To solve the following problems: in an existing update management DB, since new registration and update registration are performed in file units, update processing to DB is executed to the whole design file even when only a small number of layers is updated in one design file containing a plurality of layers, and as a result, the comparison time between old and new design files or the transfer time to DB is consequently extended in spite of a slight change quantity to the whole design file. SOLUTION: Whether update is needed or not is determined for each layer contained in the design file, and actual update processing is performed based on the determination. Consequently, since the actual update processing is performed only to a layer to which a change is made even if the design file contains a large quantity of layers, efficient update processing of the whole design file can be performed.
