PROBLEM TO BE SOLVED: To decide probability that a user is a principal himself or herself as a quantitative probability value under the consideration of inter-decision element dependency, and to easily and precisely achieve principal authentication suitable for a service. SOLUTION: A principal authentication device 10 acquires terminal information indicating the attributes of a user terminal 40 which is operated by each user, line information indicating the attributes of a line to which the user terminal 40 is connected, and customary information indicating customary features related with the operation of the user to the user terminal 40 as user's behavior characteristic information of a user who operates the terminal from the terminal connected through a line. Then, the principal authentication device 10 calculates a probability value indicating such probability that the user is a principal by using the acquired behavior characteristic information and the probability model of the user who actually performs access.
