PROBLEM TO BE SOLVED: To predict the timing when a target rotational angle is reached with high accuracy even when the rotational speed of an output shaft fluctuates. SOLUTION: In a state of the combustion of an internal combustion engine stopped, a mechanical rotational fluctuationΔNc(i) which is the rotational fluctuation of a crankshaft 32 caused by a mechanical structure is measured in advance. An ECU 40 calculates a combustible rotational fluctuationΔNb(i) caused by combustion by subtracting the mechanical rotational fluctuationΔNc(i) from an actual rotational fluctuationΔNr(i) measured during operation of the internal combustion engine, and the combustible rotational fluctuation in the future is predicted using the calculated value. Further, using a rotational speed N of the crankshaft 32, the mechanical rotational fluctuationΔNc(i), and the predicted value of the combustible rotational fluctuationΔNb(i), a target time T required for rotation from the present crank angle to a desired target angle is predicted.
