PROBLEM TO BE SOLVED: To improve operation speed and appliance discrimination accuracy while reducing a required memory amount in providing an appliance discrimination technology. SOLUTION: In a gas meter 100, an ultrasonic flowmeter 104 measures the flow rate of gas flowing in a passage 102, at fixed time intervals, and an operation part 108 computes a differential value at every fixed time of the measured flow rate. Based on a flow rate classification table 110a associating the divisions of a plurality of differential values corresponding to the magnitude of the differential values, with codes indicating the respective divisions, a differential value converting part 112 converts the computed differential values into codes. A code string generating part 114 generates a measuring code string based on a set of codes at every fixed time, and an appliance discriminating part 116 compares the appliance inherent code string that indicates the inherent code string of every gas appliance, and discriminates a gas appliance that uses gas.
