PROBLEM TO BE SOLVED: To propose a detecting method to detect a plurality of kinds of embedded data from an image. SOLUTION: The embedded data are divided and embedded in the areas of a block which is a predetermined region of a scan image, and the identification information of the embedded data is embedded in a prescribed area among them. The detecting device includes a counter comprising a region 501 including an area to store the identification information and a region 503 to store counter values corresponding to the divided embedded data detected from the areas other than the prescribed area and stores the counter values corresponding to the divided embedded data detected from the scan image in the counter, classifying them by identification information detected from the relevant block. The detecting device identifies data having the largest of the counter values on the respective areas stored by identification information as data embedded in the area, and restores the embedded data.
