PROBLEM TO BE SOLVED: To provide an image encoding apparatus capable of suppressing the degradation of compression efficiency.

SOLUTION: A determination part 65 determines that an object block of an image is encoded by using which of first and second encoding systems. When an adjacent block adjacent to the object block is encoded by the second encoding system, an alternative block detection part 64 detects an alternative block which is at a position closest to the object block in a direction for connecting the object block to the adjacent block, and encoded by the first encoding system. A first encoding part 63 encodes the object block by the first encoding system using the alternative block based on a determination result, and a second encoding part 66 encodes the object block by the second encoding system based on the determination result.
