The device has a support or case and a locking element (42) rotatively mounted with respect to each other between a rest position and a locking position. An insertion opening (13) is opened in the rest position and allows insertion of a strap (8) in a passage (12). The insertion opening is partially closed in the locking position by the locking element such that the strap is found to be blocked in the passage of the support or case. A fixation element (4) of the support or case comprises a fixation tab (41), and is fixed to an element i.e. floor pan, of a motor vehicle.
