PROBLEM TO BE SOLVED: To provide a technology capable of actualizing the call control server function using a plurality of IP telephone terminals. SOLUTION: The plurality of telephone terminals 10 are connected to a LAN (Local Area Network) 70, in which a terminal 10-1 is in charge of general management and terminates a call to an external network and each of terminals other than the terminal 10-1 has a processing function according to a SIP (Session Initiation Protocol) message in call control server processing, respectively. In addition, the terminal 10-1 manages the content of processing by and the status of the terminal in its duty other than the terminal 10-1. If the terminal 10-1 receives a call origination to an external network 60 or a call termination from the external network 60, the terminal 10-1 distributes its processing according to a type of the SIP message.
