摘要 PROBLEM TO BE SOLVED: To provide a rotating speed control device of an internal combustion engine capable of excellently securing idle stability even to a change in an operation state of an external load by precisely making the generation torque of the internal combustion engine follow a change in load torque. SOLUTION: A required load ratio change rate KLGRAD being a variation per unit time of a required quantity (a required load KLTQ) of an engine load is determined, and a transitional correction value KLTRN is arithmetically operated based on its required load ratio change rate KLGRAD and an intake primary delay time constant TIMC. A required air quantity Q being a required quantity of a suction air quantity for setting an engine speed as a target engine speed being a target value is determined based on a value of correcting the required load ratio KLTQ of indicating the engine load required for driving the external load at present time by this transitional correction value KLTRN.
