PROBLEM TO BE SOLVED: To provide a monitoring control device which correctly determines the occurrence of abnormalities and presents it to an operator in monitoring control of a system. SOLUTION: This monitoring control device includes a storage device 11 which stores determination data used as an index to determine the abnormalities of a situation value indicating the operation situation of a monitoring object for a plant system 2, a determination means 123 which determines whether or not the situation value input from the plant system 2 is abnormal using the determination data, and a display processing means 124 which displays occurrence of abnormalities on a display device 13 when the input situation value is determined to be abnormal. The determination data contains a reference value indicating an ideal state with time of the operation situation, and at least any of a maximum error of the peak value of the situation value as the condition of abnormalities of the monitoring object and the reference value, a maximum error of the peak value achieving time, a maximum convergence error or a maximum rate of change. The determination means determines the input situation value to be abnormal when the error of the peak value of the situation value and the reference value, the error of the peak value achieving time, the convergence error, or the rate of change corresponds to the condition of abnormalities.
