PROBLEM TO BE SOLVED: To automatically divide the fault of an access destination and the fault of an upstream network. SOLUTION: Each terminal Si can be connected to the Internet 100 by the carrier 101 of the upstream network 103 set beforehand, and the network fault detector 111 monitors traffic between the terminal Si and a server Dj. The upstream network 103 comprises the carriers 101 and 102 of an Internet provider or the like, and by the detection of the fault generation of the carrier 101 by the network fault detector 111, the fault of the carrier 101 connecting the terminal Si to the server Dj and the fault of the server Dj are divided. The network fault detector 111 instructs coping of changing a connection with the upstream network 103 or the like to a network management device 112.
