A unified charging system for a QoS(Quality of Service) support IP(Internet Protocol) network and a method thereof are provided to enable the adoption of all general wireless charging AVPs, which has not related to PCC between a PCEF/NAS and an AAA, in one protocol format in the same AAA server. A unified charging system for a QoS support IP network includes a charging policy transmission unit(110), a charging policy performance unit(120), a Qos support network charging unit(130) and a unified charging unit(140). The charging policy transmission unit transmits the charging ID of application service and the charging policy following QoS according to the service network standard. The charging policy performance unit generates the charging information for the correspondent packet data flow according to the received charging policy by using the charing ID of the application service. The unified charging unit performs a charging operation according to the received charging information.
