A device and a method for managing a CID(Connection ID) in a communication system are provided to reduce overhead by using a piggyback CID not the CID when a packet for a plurality of CIDs is transmitted. A different index is mapped to at least one CID allocated from a base station. A mapping table including information for the CIDs and the mapped indexes is formed. When the packets of at least two CIDs are transmitted at the same time, the indexes, which is mapped to each CID, instead of the CID is marked to a message including the packets and the message is transmitted.
