PROBLEM TO BE SOLVED: To efficiently search and detect subtitles in a video without sequentially processing many frames included in stored video and to reduce the processing amount thereof. SOLUTION: In the video character detecting method, a frame acquisition interval setting unit 13A changes time intervals with respect to a next acquired frame to be processed of a frame acquisition unit 11A for each of frames acquired by the frame acquisition unit 11A on the basis of the result of estimating the possibility that subtitles are included, by a frame analysis unit 12A, i.e. whether or not subtitle characters are detected in a previous frame.
