PROBLEM TO BE SOLVED: To reduce the starting delay of an engine after stopping the engine before an intersection at a red light. SOLUTION: The images including each lamp of traffic lights in front and installed for vehicles approaching the intersection from another approach road are photographed by an external camera 21 in such a state that the engine of an own vehicle is stopped. It is determined whether or not the signal of a traffic light changes to red by applying an image recognition processing to the image photographed by the external camera 21 (S250), and when it is determined that the traffic light changes to red, the engine of the own vehicle is started (S350).
