<p><P>PROBLEM TO BE SOLVED: To provide an access control device for a flexible change in resources set by a communication terminals to ensure an optimum communication speed by gradually setting a request value of the resources. <P>SOLUTION: Upon receiving a QoS policy, a first resource request value is determined. If communications are not performed using the first resource request value, a second request value lower than the first request value is determined. Then, if retry determination is executed after data are transmitted based on the second resource value, it is determined whether or not communication using the first resource request value is possible.
