Alight output device comprises a substrate arrangementcomprisingfirst and second substrates(1,2), and an insulating layer (5) between the substrates. Atleast one light source (4) is provided within the substrate arrangement, withthe light output passing into the insulating layer (5). The insulating layer has portions (6) of different refractive index in the vicinity of the light source, thereby defining an optical output function for the light output of the light source. This arrangement uses the insulating layer (5) between the substrates as an optical output device, to provide a desired optical output function.
