A sensor for measuring a bio signal and a manufacturing method thereof are provided to improve an SNR(Signal to Noise Ratio) by blocking incident light to a light receiving chip without passing through a body. A sensor for measuring a bio signal includes a light receiving chip(20), a light emitting chip(30), and a resin sealing unit(40). The light receiving chip is mounted on the upper surface of a printed circuit board(10). The light emitting chip is mounted on the upper surface of the printed circuit board to be adjacent to the light receiving chip. The resin sealing unit seals the light emitting chip and the light receiving chip mounted on the upper surface of the printed circuit board. The resin sealing unit includes a first resin sealing unit(41) and a second resin sealing unit(43). The first resin sealing unit seals the region except the light receiving chip mounting region and the light emitting chip mounting region with the first sealing resin. The second resin sealing unit seals the light emitting chip mounting region and the light receiving chip mounting region with the second sealing resin.
