A manufacturing method for synthetic resin clad steel pipe with a non-slip outer surface and an apparatus thereof are provided to form uneven formation preventing slip on the synthetic resin layer surface. A manufacturing method for synthetic resin clad steel pipe with a non-slip outer surface comprises steps(100,200) for short-blasting the inner and outer surfaces of the steel pipe; a step(300) for heating up the steel pipe; a step(400) for coating the synthetic resin on the outer surface of the steel pipe; a step(500) for spraying the synthetic resin powder on the synthetic resin layer surface of the steel pipe outer side; and a step(600) for cooling down the steel pipe.
