A nailing anchor device for slope reinforcement on the soft ground is provided to improve grouting capability considerably and to grout the soft ground such as soil, sand and gravel easily. A nailing anchor device(1) for slope reinforcement on the soft ground includes a first tie portion(20-1) and a second tie portion(20-2) formed dually on the inside of a plate(3) attached to a nail(11), a third tie portion(20-3) formed on the inner end of the nail, a first packer grouting sag(25) provided with a first packer grout hose(27) and a first exhaust hose(28) and installed as a first pressure device(26) between the first tie portion and the second tie portion, and an expansion sack(30) provided with a second packer grout hose(32) and a second exhaust hose(33) and installed as a second pressure device(31) between the second tie portion and the third tie portion.
