<P>PROBLEM TO BE SOLVED: To provide an answer creating device, capable of outputting an appropriate answer by determining whether or not to create an answer asking about time information or a cause in response to an input sentence. <P>SOLUTION: The device comprises a time answer creation rule 16 storing information showing a combination of the kind of predicate and the tense of predicate in association with information showing whether to create an answer asking for time information. A time answer creation determination part 12 performs morphological analysis to the input sentence and determines whether to create an answer asking about time information to the input sentence based on the analysis result of the morphological analysis and the information stored in the time answer creation rule 16.
