PROBLEM TO BE SOLVED: To provide a substrate for conductive film formation on which a conductive film high in definition and low in haze can be formed, and to provide the conductive film formed by using the substrate. SOLUTION: The substrate for conductive film formation includes a supporting body and an ink receiving layer which is formed by using a hydrophobic resin in an emulsion state. The ink receiving layer also contains inorganic fine particles. The weight ratio (A:B) of the hydrophobic resin (A) and the inorganic fine particles (B) is desirably 1:2 to 1:50.
