PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrophotographic photoreceptor capable of suppressing deterioration of potential property (short-term VL variability), while imparting high durability to the electrophotographic photoreceptor. SOLUTION: The method for manufacturing the electrophotographic photoreceptor by forming a charge generating layer, a charge transport layer of≤20μm thickness and a surface layer in this order on a support includes a step of irradiating a material for the surface layer with electron beams as a step of forming the surface layer, wherein the charge transport layer is formed as a laminate type charge transport layer comprising a first charge transport layer on the charge generating layer side and a second charge transport layer on the surface layer side, particles having a density of≥3×10<SP>3</SP>kg/m<SP>3</SP>are incorporated in the second charge transport layer in an amount of 5-50 mass%, and the particles are not incorporated in the surface layer.
