A cosmetic patch containing a tourmaline and fermented ginseng extract is provided to efficiently transfer the active ingredient using the tourmaline and has the effects of circulation, metabolic promotion, antiaging, whitening, and moisturizing. A method for manufacturing a cosmetic patch containing fermented ginseng comprises: a step (S11) of pulverizing a ginseng, mixing with purified water, inoculating lactobacillus, and fermenting at 25-40°C; a step (S12) of mixing fermented ginseng extract, tourmaline, purified water, glycerine, honey, and jujube extract, heating at 100-200°C to obtain a composition for impregnating; a step of impregnating the composition; a step (S14) of adhering polyester, polypropylene, polyethylene, polyvinylchloride or polyurethane on one side of the impregnation layer; and a step (S15) of attaching the polyester, polypropylene, polyethylene, polyvinylchloride or polyurethane on the other side of the layer.
