PROBLEM TO BE SOLVED: To provide a method for manufacturing a panel for information display capable of reducing the defective rate of particle-charged substrates by appropriately removing an aggregate of particles adhered to the tip of a spray nozzle or to the inside of a pipe, and a particle charging device. SOLUTION: In the method for manufacturing a panel for information display, when a particle charging step of spraying and charting a particle group 15 used as a display medium from a feeder 11 into cells of a substrate 17 placed in a chamber 19 through a pipe 13 (13-1 and 13-2) and a spray nozzle 12 connected to the tip of the pipe is continuously performed, a dry air blow is performed through the pipe 13 (13-1 and 13-2) between the particle charging steps, whereby aggregates of particles adhered to the tip of the spray nozzle 12 and to the inside of the pipe 13 (13-1 and 13-2) are removed.
